Should everybody be forced to have a tracker attatched to them?

Modern technology has enabled us to provide and store mive amounts of data relatively cheaply. Major stores track our shopping habits and TfL knows when and where we have used our Oyster cards. If everybody was forced to have a tracker attached to them the police will then be able to pin-point anyone at any time. This will aid in solving crimes and deter those that may otherwise be tempted to brake the law. It would not effect those that are law abiding.
