Catholics: Do you believe that the Limbo for the Father's is still empty, or has God reinstated it?

The teaching about Limbo was never made official Catholic teaching. I heard one explanation that it is a misunderstanding of the Latin word for margin. At one church council the question about the salvation of non Catholics was literally put into the margin of a doent to be reconsidered at a later time.It was the question that was placed into limbo!
